From: Hank Miller Date: Wed, 9 Oct 2019 Subject: Route 119 presentation I'm glad I wad able to attend the presentation on Route 119 last week. I was quite impressed with so much work already done on a necessarily ambitious plan. One thing I noticed lacking was a better treatment for pedestrian crossings where North Central Ave intersects w 119 at the County Center. Within the past month or so, a woman was killed by a drunk driver as she waited to cross 119 while on her way to work. The speed of the car so fast and impact so devastating that it destroyed the county's large LCD sign on the island in front of the County Center. The article I read mentioned that the victim was walking to work from the WP Metro North station and had to cross 119 to get to work. That leads me to believe that many others also walk that same path to their jobs on that busy retail corridor. Speeds on that stretch and traffic volume are high and pedestrians need greater protections in the form of better crosswalks, enough time to cross, traffic calming to slow the speed of traffic and bollards at sidewalk locations where peds stand and wait to cross. Perhaps I missed some of that but, if not, those suggestions would be a good start to improving pedestrian safety there alongside the bicyclist improvements that were mentioned. From: Y Cohen Date: Fri, 4 Oct 2019 Subject: Complete street study - my two cents To whom it may concern, I live in Brooklyn and commute to Elmsford for work, riding a bike every day from the Tarrytown train station, using White Plains Rd. I was very pleased to hear about plans for bike lanes and (possibly) sidewalks on both sides. In some places there is no shoulder or sidewalk, and it's very dangerous. Sometimes I am heading from Tarrytown toward Elmsford and am forced to ride on the only sidewalk, which is on the left side of the street. There have been times when I have nearly been struck by a car coming out of one of the winding streets that come down from the north side of the road. These motorists are only checking for oncoming traffic on the road to their left, and they don't expect a bike to be coming down the sidewalk from their right. I also have to stay on the left side of White Plains Rd to avoid having to cross the Thruway entrance, which is almost impossible due to the constant turning vehicles. Of course, riding on the sidewalk can be a danger to pedestrians, and I have crashed due to the difficulty of seeing the sidewalk ramps at night. Therefore I am wholehearted in favor of a safer Route 119. Sincerely, Jeremy Cohen

My wife (Katie David) and I support a safe cycling path on Route 119 and want to thank you for the study on a 2-way protected bike lane. However, as citizens, we would also like to see the following below developed in addition to the protected bike lane. 1. A protected bike lane that continues all the way to downtown White Plains. 2. The Tarrytown bike lane being situation on the north side of the road 3. Adding a crosswalk at the South County Trailway in Elmsford 4. Building sidewalks on both ways of the road to white plains 5. I can't make it to the meeting in Tarrytown tonight, but I wanted to offer up my comments on your plan for Route 119: - Thank you for making a protected bike lane on Route 119! This will allow me to bike more and more safely around the county. - Please extend the bike lane to downtown White Plains. Who wouldn't want the opportunity to bike to White Plains and patronize all the businesses there? There's a brewery there I've been meaning to try, and if I could bike there safely, I may actually make it. - Add the bike lane to the North side of Route 119 in Tarrytown to make it safer. - Add a cross walk to the south county trail in Elmsford. I bike this all the time, and it's the most dangerous part of the bike path. It wouldn't be hard to do, and it would make it easier for more people to bike on it. - Build sidewalks on both sides the whole way--I've done this walk before to try and get to a restaurant, and trust me, I won't do it again without better sidewalks. - Make all intersections safer - Add bus shelters to encourage people to use the bus. From: Niraj Kaji Date: Sun, 29 Sep 2019 Subject: I support the 2 way protected bike lane! As an avid cyclist, I am in full support for these changes. The construction of the new bridge offers wonderful and new recreational and exercise possibilities but residents and nonresidents alike need safe ways to access both this and the surrounding towns. Over time, additional improvements to continue the lane into White Plains would allow for cyclists from Central Westchester (Scarsdale, Tuckahoe, Hartsdale, White Plains, West Harrison, Valhalla) to connect for longer rides via the exising Bronx River Trail and further enhancing our bike system in the county.
